ALFS News: SVN repo reorganization

The ALFS SVN repository has been completed reorganized. The ALFS
sub-projects (nALFS, DTD, profiles and syntax documentation) are now
located in their own portions of the repo tree, instead of being
intermixed. This also means that the branches and tags for these
sub-projects are isolated to their portion of the repository, making it
easier to understand which branches/tags apply to which sub-projects.
Finally, all existing branches/tags have been renamed to better reflect
the actual version numbers they represent.
All existing SVN checkouts (working copies) made from the ALFS
repository will need to be either recreated or "switched" to new URLs.
