Added "timestamp" file in top level directory

I've added a new file to /home/httpd/www.linuxfromscratch.org called
timestamp that is generated as follows by update-website.sh

date +%s > timestamp

This will will then be mirrored and I will be using it to determin if a
mirror is out-of-date or not (ideally the round robin DNS thing will
only point to a mirror that passed the timestamp test. Not sure how to
implement this DNS wise yet).
