Here's how you can do it:

cvs log archive-bottom.html # gives some info of revision history

>From that you can see that 1.8 is the current version, and the bad one.
Run 'cvs up -r 1.7 archive-bottom.html' to check out version 1.7 of this
file. Now make the changes (change any references of http://www.lfs.org
ot http://lfs.org such as the lfscounter and mailman links, and all the
other links have to relative ones).

And check this one in as 1.9:
cvs ci -r 1.9 archive-bottom.html

Try that, that should fix it all up.
