You forgot to set the gateway, and have a probably incorrect setting of 
PREFIX. The need for PEER is very uncommon. Try this:

# /etc/sysconfig/network-devices/ifconfig.eth0/ipv4
PREFIX=24  # see below

I assume that you have the netmask If not, you need a 
different prefix: => 24 => 25 => 26 => 27

# /etc/resolv.conf
