This won't work, since by default root has no valid password (i.e. all 
passwords will fail). No way to unlock the screen.

This has to be done by sedding /etc/xdg/xfce4/panel/contents.xml* (i.e. 
for all languages). Doable.

Correct. But they have to be either left unconfigured or there must be a 
way to add them to the default xml files for all languages.
