[links] keyboard shortcut in links

for example in HTML, I can find the word accesskey in a line like this :

this allow me to press "Alt+1" to activate the link, instead of using  
my mouse to click on it.
I tried a web page with this kind of shortcut with links but I doesn't  
seem to work. Someone told me that it is just an option to activate in  
the setup but he's not sure of it so I will try to find that. But if  
you know more, I would be really thankful.
