I would think that would work.

Translating the above path:
/tools/i686-pc-linux-gnu/bin/ld can't find the libraries in /tools/lib

Use /tools/sbin/ldconfig -v 2>/dev/null | grep -v ^$'\t'
to see what paths the linker is searching.

Don't know, but the first thing I'd do after entering chroot would be to do:

echo 'main(){}' > dummy.c
gcc dummy.c
readelf -l a.out | grep ': /tools'
rm dummy.c a.out
