 - shouldn't that be:

  CFLAGS="-fno-exceptions -fno-rtti" make

 - i.e. without the semi-colon (';') ; and normally just use the single-dash ('-') 
format for those options (i.e. '-f...' instead of '--f...')  .

(Also, fwiw, for a make command-line I'd normally put such variables _after_ the 
'make': make [ -f makefile ] [ options ] ... [ targets ] ... ).
