You should have a line in /etc/fstab:

tmpfs   /run tmpfs    defaults  0     0

/var/run is created in mountvirtfs (/etc/rc.d/rcS.d/S00mountvirtfs)

cleanfs does:

cd /tmp
find . -xdev -mindepth 1 ! -name lost+found -delete || failed=1
 > /var/run/utmp

Do you have a /tmp directory?
