Yes, but (much) later in the build - ch6, not sure if it's related or not. Everything seems to compile as expected for the remainder of chapter 5, so maybe it's not a problem.
The book implies that they should be there (ch 6.12.2).

I don't know for sure whether they are supposed to be in /tools, 
but...is there a specific reason you're asking? Are you getting errors?
