The 'target' of ln -s needn't actually exist, it is just a name. Try,
eg:

   $ mkdir test && cd test
   $ ln -sv bar foo
       'foo' -> 'bar'
   $ cat foo
       cat: foo: No such file or directory
   $ echo "hello" >bar
   $ cat foo
       hello

Then, RTFM.
