Try the following to investigate if the sed was applied:

1. unpack groff somewhere and change to that directory
2. diff font/devutf8/R.proto /usr/share/groff/1.18.1.4/font/devutf8/R

If you can confirm the sed wasn't applied correctly, it's likely you can go 
ahead and reinstall groff, but maybe wait for someone to confirm this, as I 
don't really know groff's relationship to the packages that follow it in the 
build.
