Try one of the following:

sed -i '/^TABSIZE/s/=`\(.*\)`/=$(\1)/' include/MKhashsize.sh
sed -i 's/\[ #\]/#/' include/MKhashsize.sh
sed -i '/^TABSIZE/s/\(`.*`\)/"\1"/' include/MKhashsize.sh
