Binutils build and the user permissions

The binutils build as the lfs user fails:

lfs:/mnt/lfs/sources/binutils-build$ time { ../binutils-2.16.1/configure 
--prefix=/tools --disable-nls && make && make install; }

Does one need to be the root to do the build?
