If I had to guess, I would say the toolchain is not adjusted properly.
 Let's try a sanity check.  From Ch. 5.7

echo 'main(){}' > dummy.c
cc dummy.c
readelf -l a.out | grep 'ld-linux'

Can you compile the dummy program?  My guess is you're still linking
to the host system.  The output from above should indicate
/tools/lib/ld-linux.so.2.
