No. If you read 
- particularly the ! Important box - you will see that you should unpack 
the source, cd into the directory created and then execute the commands 
on the LFS page. So for 5.5.1. Installation of Linux-Libc-Headers 
you should unpack
linux-libc-headers- , cd into the 
linux-libc-headers- folder and then

cp -Rv include/asm-i386 /tools/include/asm
cp -Rv include/linux /tools/include
