Maybe you need to move the udev rules for sd* to before you make the symlink:
KERNEL=="sd[a-z]",                  GROUP="disk"
KERNEL=="sd[a-z][0-9]*",            GROUP="disk"
KERNEL=="sd[a-i][a-z]",             GROUP="disk"
KERNEL=="sd[a-i][a-z][0-9]*",       GROUP="disk"
KERNEL="[dvd drive]", SYMLINK="dvd"

Or, maybe you could move your custom rulefile to after the default one is used:
26-dvd.rules.

BTW, what version of udev are you using?
