error in compiling autoconf-2.59

well the problem is that data/dumper.pm module isn't
installed. i have tried to install it after
downloading it from cpan. but it shows an error
justifying the error like this"
(You get this message, because MakeMaker could not
find "/tools/lib/perl5/5.8.6/i686-linux/CORE/perl.h")
". any idea?
