Not necessarily. You may be able to build bash (or ash, which should be
enough to build a bash!) without having to run configure scripts at
all. You will need to compile by hand, though. Or create appropriate
Makefiles; the Makefile.in/Makefile.am files should be useful, if at
all present in the shell package you choose. And you may have to edit
config.h or similar files by hand. But bootstrapping should really be
possible...
