cross-compiling fails

I finally reached chapter 6 where I am stuck with configuring glibc. I run
the following command:

../glibc-2.3.2/configure --prefix=/usr \
   --disable-profile --enable-add-ons \
   --libexecdir=/usr/bin --with-headers=/usr/include \
   --host=i486-pc-linux-gnu --target=i486-pc-linux-gnu

This was also suggested in the LFS cross compiling hint.

The configure script generates the following error:

checking build system type... i686-pc-linux-gnu
checking host system type... i486-pc-linux-gnu (seems correct, I'd say)
checking for i486-pc-linux-gnu-gcc... no
checking for i486-pc-linux-gnu-cc... no
configure: error:
*** These critical programs are missing or too old: gcc
*** Check the INSTALL file for required versions.

CFLAGS and CXXFLAGS are set to "-O3 -march=i486"
CHOST is set to "i486-pc-linux-gnu"

Any ideas?
