It shouldn't be needing Perl to do anything, unless Glibc sees/thinks files 
have been changed and needs to regenerate the manual files (which then does 
require Perl).

Since you forgot to mount proc prior it may have caused other problems. You 
should start over again with installing Glibc. This means remove the 
glibc-2.3.1 and glibc-build directories and start over. Don't forget to 
unpack linuxthreads.
