You use the mknod command. But you will want to review
$LFS/usr/src/linux-2.4.*/Documentation/00-INDEX.txt. In there, it will
point you to devices.txt. In there, get the proper major and minor device
numbers for your devices. Then, something along the lines of

   mknod /dev/hd<whatever> -b <major-device-number> <minor-device-number>
