'command not found' after chroot (4.0 RC-1)

I use the following command:

chroot $LFS /static/bin/env -i \
    HOME=/root TERM=$TERM PS1='\u:\w\$ ' \
    PATH=/bin:/usr/bin:/sbin:/usr/sbin:/static/bin \
    /static/bin/bash --login

I get the 'I have no name!:/#' prompt. Then I try the 'chown -R 0:0
/static' and get the 'command not found' error. I can't even do an 'ls'.
Pwd works however. I checked bash with ldd $LFS/static/bin/bash and
found that it was not dynamic. What am I missing?
