Strange groff problem

I just recently finished setting up my LFS system, and ran into an
interesting problem.  groff, it seems, will only run on the root account.
Whenever I try to run it in a user account, I get a message to the affect of

groff: can't find 'DESC' files
groff: fatal error: invalid device 'ps'

This also makes it so I can't run man and it is quite anoying.

The version I built off was sortof both 3.2.  But I strayed very much from
the standard path and customized it all.  Any idea as to why it would only
fail when a user tries to use it

when I run man I get this message

groff: can't find 'DESC' files
groff: fatal error: invalid device 'ascii'
