stuck on chroot

I use rh7.1 with kernel 2.4.17, and
[root at mbone /root]# cd /lfs &&
> chroot /lfs /usr/bin/env -i HOME=/root \
>    TERM=$TERM /bin/bash --login
[root at mbone /lfs]# rpm -qa |grep glibc
glibc-2.2.4-19
glibc-common-2.2.4-19
glibc-profile-2.2.4-19
glibc-devel-2.2.4-19
[root at mbone /lfs]#

I think that after chroot, the result didn't what I expected, it's only change dir to /lfs
should I install again chroot? to my lfs
