Can't chroot

I'm building LFS 3.1.  At section 6.4, I enter the commands to
chroot, I get the message, like this:

   [root at localhost root]# cd /mnt/lfs &&
   > chroot /mnt/lfs /usr/bin/env -i HOME=/root \
   >    TERM=$TERM /bin/bash --login
   chroot: cannot execute /usr/bin/env: No such file or directory
   [root at localhost lfs]# 

But, I can see /usr/bin/env.  It's definitely there!  What am I doing
wrong?
