/usr/bin/install is supposed to be a symlink to /bin
/bin/install needs to have mode 755 or something like that

so let's check them both.

Run "ls -l /usr/bin/install" (inside chroot that is) it should look like:
lrwxrwxrwx  1 root root 17 Aug 4 14:47 /usr/bin/install -> ../../bin/install

run "ls -l /bin/install" it should look like (or similar, as long as the
executable bits are set so the owner (root) can run it):

-rwxr-xr-x    1 root     root        41348 Sep 16 18:31 /bin/install
