Well, maybe there's another host out there with an introductory free period, 
or maybe a friend-of-a-friend type setup where they could just host your SQL 
DB?  That way the host they're currently with would host the HTML bit, and 
the CMS it hosts would query the remote database (assuming security 
permissions on the CMS and the hosting company allow this).  Something like 
that announced at http://www.postgresql.org/about/news.205, though that news 
is a bit old.

I'm currently looking at using Pylons with a PostgreSQL database backend for a 
pet-project.  Pylons is more of an application server than a CMS, but it 
looks nice!
