Quick sed help

Hello. I need a quick sed that I haven't been able to figure out just yet.
Basically, I want to take a file 'tempfile'. In this file will be a
segmented list that was automagically generated so it's not formatted
correctly just yet.
<seg>file1, file2, file3, file4, </seg>
I need it to look like:
<seg>file1, file2, file3 and file4</seg>
It apears 'dot globing' doesn't work as expected in a substitution.
Any suggestions? Thanks.
