OK, paying more attention this time...looks like -f only removes the 
destination "if it cannot be opened". That's why LFS uses 
"--remove-destination" in the Glibc instructions on the command to copy 
the timezone file to /etc/localtime, so maybe that option is what's 
needed here, because it removes the destination file *before* trying to 
copy anything.
