Yes. 'other' can execute /bin/bash as show below as output of 'ls -l' 
but the error persists.The exact error is reproduced below:

rsp at home:/p/kdeadmin-3.4.1$ ./configure --prefix=$KDE_PREFIX --disable-debug 
>     --disable-dependency-tracking
bash: ./configure: /bin/sh: bad interpreter: Permission denied

rsp at home:/p/kdeadmin-3.4.1$ ls -l /bin/sh
lrwxrwxrwx  1 root root 4 Jul 14 15:11 /bin/sh -> bash
rsp at home:/p/kdeadmin-3.4.1$ ls -l /bin/bash
-rwxr-xr-x  1 root root 1329697 Jul 17 12:38 /bin/bash
rsp at home:/p/kdeadmin-3.4.1$
