I think you're using headers from the kernel source. You should be using the 
linux-libc-headers package from:
http://ep09.pld-linux.org/~mmazur/linux-libc-headers/

which has a include/linux/version.h. The headers in the kernel source are not 
intended to be installed in the userland, they're internal to the kernel. The 
linux-libc-headers package is based off the kernel's headers, but they're 
cleaned up and stabilized for the userland.
