Casual technical question about /etc/services

I think the answer is "because the people who wrote /etc/services
didn't know any better, and their future-guesser came up with the
wrong answer".

Perversely, in fact revoltingly, the _only_ case I've ever wanted to
use the other service, was for syslog, and it's one of the rare
occasions where the unused service (tcp in this case) wasn't
reserved in /etc/services. This is a complete lose.
