/etc should be a part of /, period.  / can be made RO, but you'll want
to make a symlink for fstab to be elsewhere (somewhere RW), and you'll
probably want to do the same for mtab, or (more simply) link mtab to
/proc/mounts (which is mostly identical to /etc/mtab).
