I think /dev/urandom is doing everything you're looking for; while
it does drain /dev/random as long as /dev/random has bits, it
doesn't simply discard them and generate easy-to-guess bits when
/dev/random goes dry; rather, it's using /dev/random to stir a large
array that's used as hidden internal state to drive good-quality
