The patches are in RedHat's latest net-tools rpm.
There are 62 patches.  I've made the entire contents of the RPM 
available at
ftp://anduin.linuxfromscratch.org/other/net-tools

Searching for /proc/net/snmp, it seems to be:

net-tools-1.60-parse.patch

but you may have to do all or some of the others (see net-tools.spec for 
the order).
