No, KDE does not depend on 126.96.36.199. It works fine with 188.8.131.52. In fact, the
quick test I made was on an older system that uses 184.108.40.206, but I do have it
running fine on a full LFS 6.4 system.
The current development BLFS targets LFS-6.4 so its best to use that combination
