Restart option in KDE

This may not address the exact issue you have but it may be a workable 
work-around for you.

In my openSUSE KE system I have created a desktop item that executes this 
command:	dcop ksmserver ksmserver logout 0 2 2

Now I have a 1-click access to a system shutdown and power-off.
