Recommended Permissions for files residing in /etc/skel (eg .bash_profile etc)

I always set them to 0600. That way the default is for them to be
installed in user's home dirs with the same perms (my personal preference
is that these files in user's home dirs are set to 0600). Some will set
to 0400 so the files will be read-only.
