* When I try to connect with ftp, the login is refused, I got this message:

Just a guess:

You probably need to create an system account named ftp.
Provide the -d directory when using useradd, but the -s should be
/bin/false so ftp cannot log in with a shell.

Or else you need another method of authentication (mysql or something
where a home directory, passwords etc. are given.
