Huge locale headache

I foresee a situation whereby I could need a pc with English, Arabic,
Chinese, Cyrillic, and Romanian locales. Ideally I would be able to
use a word processor, print and browse in all the above. This is a
business application.

I can set up a different user for each locale, and I won't be copying
and pasting from Chinese to Arabic or Russian. But how would you guys
go about it? A couple of partitions on small disks?
Install kde  (spit) or gnome (migraine :)?
