It's the multimedia section in the kernel configuration. You may want to
have an additional driver for your v4l device, e.g. bttv.

The last statement should answer this question, too. Anyway, there is a
v4l driver in X11, but this is meant to output the X11 Screen on an
output-capable v4l device (as Miro DC10+ is, for example).
