You don't _need_ options in /etc/modules.conf.  Did you do a depmod -a?
The options you put in modules.conf can be passed in your modprobe line.
This is the fastest way to try different settings.  So you can do

rmmod bttv
modprobe bttv radio=1 card=11 pll=1

If that doesn't work, you can just keep doing the rmmod/modprobe line
untill you find a card that works.  Do you get any error message
when you do the modprobe bttv?
