You don't need wvdial, just like you don't need linuxconf. I connect with
'pppd' and disconnect with 'killall pppd' with just this ~/.ppprc:

/dev/tts/1
115200
lock
crtscts
defaultroute
noauth
noipdefault
mru 552
mtu 552
updetach
user gpirujo
connect "chat -v TIMEOUT 50 ABORT BUSY ABORT 'NO DIAL TONE' '' ATZ OK
'ATQ0 V1 E1 S0=0 &C1 &D2 S11=55 +FCLASS=0 M0' OK ATDT06102227638 CONNECT"

These are all command-line options for pppd described in man pppd.
