Hi

Do you (the client) have access to the /etc/ssh directory (or whereever
your ssh config files are), and the relevant files in it? My config lookes
like this (beware of wrapping):

styx:~$ la /etc/ssh/
total 64
-rw-r--r-- 1 root root 26287 Jun 12 02:01 primes
-rw-r--r-- 1 root root 1085 Jun 12 02:01 ssh_config
-rw------- 1 root root 668 Jun 12 02:01 ssh_host_dsa_key
-rw-r--r-- 1 root root 616 Jun 12 02:01 ssh_host_dsa_key.pub
-rw------- 1 root root 541 Jun 12 02:01 ssh_host_key
-rw-r--r-- 1 root root 345 Jun 12 02:01 ssh_host_key.pub
-rw------- 1 root root 887 Jun 12 02:01 ssh_host_rsa_key
-rw-r--r-- 1 root root 236 Jun 12 02:01 ssh_host_rsa_key.pub
-rw-r--r-- 1 root root 1706 Jun 12 02:01 ssh_prng_cmds
-rw-r--r-- 1 root root 1672 Jun 12 02:01 sshd_config
styx:~$

You can try strace'ing the program and see where the -EACCES or -EPERM
comes from.
