Proposal about current status of GNOME

Okay. I made some changes to the gnome-version entity. Here's what I did:

1. First found some instances of hard-coded /2.18/ in package URLs and
changed them to &gnome-version;

2. Ran a global sed to change all gnome-version entities to gnome-old-version

3. Changed gnome-version entity to  gnome-old-version in general.ent

4. Added a new gnome-version entity in general.ent that = 2.26

5. Updated the librsvg and libsoup packages to use the gnome-version entity
