You could review the D-Bus page (though it is an old version), and
you'll see that it looks for the bindings. It says that if KDE3 wants
to use HAL, the D-Bus/Qt3 bindings must exist when you build HAL.

Not sure how that applies now to the newer D-Bus/HAL. However, it's
*HAL* that wants D-Bus/Qt3 bindings in order to work with current
