Does it require reboot, or just starting a daemon?

Are there processes that must be killed before the SSH daemon will
start again?

Why I ask is because I have experience in monitoring, and then taking
corrective action (automated monitoring, self correcting, no overhead)
if things aren't right. Let me know if any ideas are welcome.
