Just a few minutes after:

Sorry to bring this up again, but I'm going to make these changes
in just a few minutes (as soon as I get an answer here).

To summarize, Here's Bruce's:

<para condition="html" role="usernotes">User Notes:
<ulink url='&blfs-wiki;/OpenSSL'/></para>

and here's what Manuel suggests:

<para condition="html" role="usernotes">User Notes:
<ulink role="usernotes" url='&blfs-wiki;/OpenSSL'/></para>

The only difference is that Manuel likes to have the role="usernotes"
in the <para> *and* <ulink> tags, whereas Bruce said in just the
<para> tag.

Which shall it be?
