I believe inotify got into the released version of the kernel in
2.6.13.  So, you could get the header from there.  Otherwise, here's a
spot I found them:

Some more savvy user will have to explain whether those are sane for
userspace or not.

Depends what happens with the kernel sanitization mess.  Both Jürg and
Jim's scripts undoubtedly would include them as well as any other
userspace headers since 2.6.12.0.  Jürg's headers have been tested on
paldo, so you could ask him about that.
